Mr. Phelan has investigated cases involving property damaged by fire, flood, moisture intrusion, inadequate drainage, pipe failure, corrosion, hail, wind, snow, soil subsidence, foundation failure, structural member failure, vehicular collisions, construction defects, seismic activity, and mechanical damage. His findings focus on rendering professional opinions regarding building and occupant safety, property damage assessments, identifying the point of origin for structural and building envelope failures, identifying continuous load paths or discontinuities in load paths, and designing efficient methods of repair or reconstruction. His extensive experience in analysis and design combined with Knott Laboratory’s testing capabilities enable him to analyze and solve a wide variety of structural problems and failures.

Forensic Engineering

Mr. Phelan has investigated damage to multiple structural and architectural components as a result of wildfires and structure fires including wood framing, masonry, roofing systems, siding, stucco and windows. Similarly, Mr. Phelan has investigated numerous structures for the extent of damage to exterior building components from hail and wind events. As a result of his investigations, Mr. Phelan has testified in court as an expert witness.

Mr. Phelan has a wide breadth of engineering design experience including bridges and bridge components, multi-story office and medical facilities, water and wastewater facilities, warehouses, and commercial buildings. He has performed designs using a variety of structural materials including steel, masonry, concrete, and timber. Through his designs, he has accumulated a thorough knowledge of the building codes and standards used in construction. He has carried his projects from the design phase through construction by reviewing shop drawings to ensure accuracy of the design intent, providing answers to information requests, or providing engineering analysis of change orders proposed. Additionally, Mr. Phelan has provided solutions to a wide array of problems in all stages of the construction process while working with many diverse professionals including architects, engineers, contractors, and owners.
